| | The purpose of this program is to assist Wyoming in developing a range of secure and nonsecure alternatives for youth in custody and in revising pertinent policies to ensure compliance with the core requirements of the JJDP Act. The Nonparticipating State Program is authorized under the provisions of the JJDP Act and, specifically, 42 U.S.C.
