Q: Do residential placement facilities hold both juvenile offenders younger than age 13 with older teen offenders?
A: Although less than one-quarter of facilities held under-13 offenders with older teens, they held 96% of all offenders under age 13.

  • There were fewer than 750 juveniles ages 12 or younger in residential placement on the 2011 census date. These very young juveniles accounted for 1% of all youth in residential placement.
  • Public facilities were more likely to hold a mix of under-13 and over-15 offenders (29%) than were private facilities (17%).
