The alternative -- known as Treatment Foster Care (TFC) -- was developed by the Oregon Social Learning Center in 1983 to provide adolescents in need of out-of-home care with close supervision, fair and consistent limits, and a supportive relationship with at least one mentoring adult, while at the same reducing their exposure to delinquent peers. In addition to providing an overview of the TFC program, the Bulletin presents the findings of four studies conducted on the effectiveness of the TFC approach and describes two replications of the approach now in progress. The Bulletin also provides readers with information on how to obtain further information on the TFC program, 1 of OJJDP's 10 model "blueprint" programs. | |
