Presents an overview of the issues involved in developing and implementing a substance-testing program for juveniles. Part of the Juvenile Accountability Block Grants (JABG) series, this OJJDP Bulletin is a companion to the JABG Bulletin Ten Steps for Implementing a Program of Controlled Substance Testing of Juveniles. The issues discussed include major indicators of the need for substance testing, the extent and consequences of juvenile substance abuse, and the potential impact of substance abuse programs. The Bulletin outlines key elements of a successful substance-testing program and describes several programs located around the Nation.
