Provides practical advice on how to set up a performance measurement team, assess capacity, prioritize among measurement needs, plan data collection activities, and use the data generated through the performance measurement process to plan reforms. The Implementation Guide uses examples from the Children’s Bureau and the Strengthening Abuse and Neglect Courts Act project sites to illustrate key points. It also highlights lessons learned from the sites about performance measurement approaches.
