Describes OJJDP's major accomplishments during fiscal year (FY) 1999 and discusses the philosophy that guided program plans. The Report highlights a variety of programs that help prevent delinquency and provide positive opportunities for youth; describes how OJJDP is addressing school violence; illustrates the types of programs OJJDP is supporting to help strengthen the juvenile justice system; identifies several initiatives that help reduce the victimization of children; discusses initiatives that respond to serious, violent, juvenile offenders; provides an overview of how OJJDP programs are helping communities implement comprehensive responses to juvenile delinquency and crime; and summarizes OJJDP's dissemination efforts. A list of OJJDP publications produced in FY 1999 is also included.
