This Report is the product of a collaborative effort involving researchers in the field and staff of the Office of Juvenile Justice and Delinquency Prevention (OJJDP), Office of Justice Programs (OJP), U.S. Department of Justice. Within OJJDP, Charlotte Kerr, Deputy Director of the Research and Program Development Division, directed the overall development of the report. Katharine Browning compiled the findings and wrote the report.
