Q: Do residential placement facilities hold both youth younger than age 13 with older teens?
A: Yes. Approximately one-fifth of facilities held youth younger than age 13 as well as older teens.

The term ‘youth’ refers to persons under age 21 who were in a facility because they were charged with or adjudicated for an offense.
