The COVID-19 pandemic had significant effects on all stages of the juvenile justice system, including juvenile residential facilities, which may have impacted multiple aspects of the 2020 JRFC data, such as reporting, the number of youth in residential placement, and the services received.

- In 2020, 90% of all reporting facilities evaluated all youth for educational needs.
- The largest proportion of facilities that evaluated all youth for educational needs were state facilities (94%). The proportion of private facilities and local facilities that evaluated all youth for educational needs was the same in 2020 (88% each).
- With the exception of group homes and shelters, more than 90% of all facilities evaluated all youth for educational needs in 2020. Fewer than 8 in 10 group homes and shelters evaluated all youth in 2020.
