In addition, if the total number of private facilities in a given year is 1 or 2, no detailed data will be displayed.

To preserve the privacy of the youth in residential placement, state cell counts have been rounded to the nearest multiple of three.

The COVID-19 pandemic had significant effects on all stages of the juvenile justice system, including juvenile residential facilities, which may have impacted multiple aspects of the 2020 JRFC data, such as reporting, the number of youth in residential placement, and the services received.

  • Private facilities are operated by private non-profit or for-profit corporations or organizations in which the employees working daily in the facilities and directly with the residents are employees of that private corporation or organization.
  • State or local government agencies operate public facilities - the employees working daily in the facilities and directly with the residents are State or local government employees.
