Q: Do residential placement facilities hold both juvenile offenders younger than age 13 with older teen offenders?
A: Yes. Approximately one-fifth of facilities held offenders younger than age 13 as well as older teens.

  • There were 590 juveniles ages 12 or younger in residential placement on the 2019 census date. These very young juveniles accounted for 1% of all youth in residential placement.
  • Public facilities were more likely to hold a mix of under-13 and over-15 offenders (24%) than were private facilities (15%).
