Ungovernability rates for cases involving black youth were well above the rates for other race groups.


Note: Rates are cases per 1,000 youth ages 10-upper age of juvenile court jurisdiction.
*Excludes persons of Hispanic ethnicity. Persons of Hispanic ethnicity can be of any race.

  • In 2018, the ungovernability case rate for black youth was more than twice the rate for cases involving white youth, more than five times the rate for American Indian youth, sixteen times the rate for Hispanic youth, and more than twenty-five times the rate for cases involving Asian youth.
