This research examines a large database on information about the 2,053 boys who resided at Ocean Tides, Inc., an in-house residential school and rehabilitation program for adjudicated boys, for treatment and care from 1975 through 2015. State reforms are identified that began to directly affect the program around 2006, and so this study researches differences in the program's effectiveness before and after these changes focusing on child outcomes for measures of success.
